I am writing to you after May 15, 2006 public consultation meeting at the AIISLG. To me, the Wold Bank is appearing to take the route of public consultations to avoid public protest as much as it can.

If you inspect the files of correspondence between the World Bank, Castalia and the BMC, there are documents which batantly reveal that the goal is eventual privatization and that bids for contractors will be prepared in consultation with the contractors so as not to keep the conditionalities too strict which will prevent contractors from coming in to take over management. It is likely that by the end of this study, a management contract will be prepared.

Castalia's previous work needs to be examined and this calls for an RTI and public raising of the question of Castalia's credentials and records of its past works.

Also important to question is CRISIL's role in this study. CRISIL is known to raise debt bonds in the market and certainly, this study is more than meets the eye.
