in 2009 a panel was prepared for promotion of loco pilot goods grade ii .among the selected candidates three candidates refuses to move on promotion in feb 2009 thus they were debarred for further promotion for one year. and there after on nov 2009 a fresh panel of 57 candidates was prepared and already in jan-feb 2010 , 22 candidates are promoted through fresh panel. and as per para 224 of indian railways establishment manual ,first panel ceases automatically on prepration of fresh panel ,thus the three candidates which were debarred have no right of getting promotion by fresh panel and not from first panel as its validity ceases on prepration of second panel. and as such already 22 candidates have been posted by second panel now in feb 2010 that three debarred candidates have been promoted to the post of loco pilot goods which is illegal and as such when there were 35 candidates are stil awaiting for promotion from fresh panel how can that three candidates get promotion when the second one was prepared and published during the debbarred period of that candidates. it is clear evident that the dealing clerks ,dealing officers have misused the discretionary power of there offices which is amounting to corruption.please investigate in to matter.

please investigate in to matter who have moved the file of promotion of that three debbared candidates and why the officers have signed on there promotional orders ,kindly take proper action to punish the culprits so that no one should ever think to misuse their powers in government offices.

advise railway administration to expediate the promotional procedure within two months as prolonged period gives time to officials for corruption.
