The best way to describe the BMC's functioning is that IT SPEAKS VERY BIG (USUALLY BEYOND THE LIMIT), BUT WHEN IT COMES TO ACTION IT IS NOWHERE AROUND. As an upright concerned citizen, I have been observing for months the hoteliers selling parcels by just saying: "abhi raat mein koi BMC wala tumko nahin pakdega; thum bindaas ghar loutsakteho..." This is how hoteliers try to explain about the situation. If somebody like me still protests they say "customer apna thaili ghar se laaneka hai". The point is they are so cock-sure that BMC people do not come in the customers' way. It then means only one thing: YOU SCRATCH MY BACK, AND I SCRATCH YOUR BACK! I suspect some kind of an underhand deal with the hoteliers. Only God can save BMC if Mumbai's Kurla river gets flooded once again in one of these months.

Irrespective of shift timings, the BMC investigators should pounce upon hoteliers, particularly when dinner gets prepared from no where like a flying squad if BMC is serious about its job. I take parcels regularly from hotels but I am yet to see a BMC flying squad over the years. They should again use discretion to heavily fine the hoteliers and not the helpless consumers. Knowing what it is, I have a feeling that the BMC will continue to be more corrupt than anytime before.

| 1. For the organisation: |
Form different flying squads and go about your duty irrespective of shift timings. After all, dinner time starts when it is night; it is the time BMC investigators should be more vigilant.

There should be some checking authority above the rank of BMC investigators.

| I am already fighting a public cause. It concerns the sachet milk supply in the morning. For every half litre the shop-owner collects 0.50 more than the printed price. The shop people are up in arms. |
