3. Details:
The application under RTI was filed on 7.7.08. No reply. Hence preferred an appeal before the FAA (First appellate authority), still no reply within 45 days. Therefore filed second appeal with State Information Commission (SIC) on 14.10.08 which is pending as on this date. Now the SPIO has provided me the information after more than 6 months. The information provided is completely wrong and misleading. Also, although mentioned in the Order that copies of the documents attached, however there is no attachment. The SPIO as well as FAA have acted negligently and carelessly. I have made a complaint about this to the Chairman of CIDCO, but in vein.

Appeal with FAA as well as SIC are pending as on this dat e.
 
6. Solution desired:
Chairman be requested to direct the SPIO as well as FAA, who are his subordinate officers, to provide the correct information immediately.

C: My Suggestions
1. For the organisation: The RTI Act specifically provides for time limit within which information should be provided and delay in this regard is treated as refusal for which a penalty upto Rs. 25000/- has been provided. Similar is the case for FAA. Although, in most of the cases, time limit is not adhered to, SIC takes a lenient view and does not impose penalty.
 
2. For the public:  There should spate of applications under RTI.
 
3. For government: Strict instructions be circulated.
