well I appreciate your effort and have the following points to share:
1) Norms & Guidelines: there are ample international standards which are available - AA1000, GRI, SA 8000, ISO is also developing astandard...so rathe than creating your own norms & guidelines you may like to rank organisations based on the already existing Global Benchmarked standards.
2) Grading of companies; The purpose of any CSR activity is benefitting the community, thus the best way to grade a company is to work out how tangible were the benefits of the initiatives for all the stakeholders- including vendors, suppliers, labourers, contractors...
3) Initiatives and projects the company can take up can be on three criterion:
Aligned with Core Competency
Any area/s of choice
Outcome Oriented
4) There can be an engagement mechanism - A CSR board comprising of people from around the country who can discuss & create a CSR reporting structure for your organisation.
