IN THE MATTER OF:

Social Jurist, A Civil Rights Group                                      ….Petitioner

Versus

Union of India & ors.                                                              ……Respondents

SUGGESTIONS

1.            Pre-primary schooling before being eligible for class 1 should be only of one year wherein the child can be admitted provided he or she has completed the age of four years as on 31st March of academic year in which the admission is sought. In that event, if any child is admitted to class prior to the said age, the same could be in the nature of pre-school class and would not be considered as pre-primary class. Admission to the school shall take place at the age of 4 years and above, to the pre-primary class.

2.            Education at the level of pre-primary should only be play way and the children should not be subjected to any formal mode of education. The appropriate legislative and administrative measures should be adopted to regulate the opening the functioning of Play Centers.

3.            Play Centers for small children between the age 3-5 years should be situated at a walking distance i.e. within the radius of 0.5 km.

4.            Prof. Yashpal Committee recommendations in regard to both pre-primary class and Play Centers are required to be implemented.
