for parents/ Social Jurist submitted today (15.09.2006) before the committee constituted by Hon’ble Delhi High Court to devise common admission criteria for admission in nursery classes in unaided private schools
Principles enunciated by the Hon’ble Delhi High Court
1. Criteria of admission at the entry level to 3+ or 4+ are not based on the interview of the child or of the parents and the discretion which the schools exercise in issuing admission cards or interview cards has to be completely stopped.
2. Need of transparency in the matter of admission of these children.
3. The discretion of the management in admitting students can be culled and transparency is made in the nursery admissions.
How these basic principles can be taken care of
1. By applying the neighbourhood school policy strictly.
I. Parents living within the radius of 8 kms are entitled to apply for admission.
II. Schools will divide the applications into 8 parts on the basis of distance formula, say Part I of the list will contain the names of the children and parents with addresses living within the radius of 1 km and Part I of the list will contain the names of the children and parents with addresses living within the radius of 2 kms and so on.
III. Schools shall exhibit entire list of the applicants on the notice board of the school before start of granting the admission and invite objections, if any, within these three days.
IV. On fourth day, the schools will exhibit on school notice board the entire list (Final) on the notice board of the school and go ahead with the admission. In the first instance, Part I of the list will be exhausted and then, Part II and so on.
V. In this process, at any stage, if number of applicants is found in particular part of list are more than the available seats; the draw of lots can be used to settle the same.
VI. All schools should have the common admission time schedule.
