Suggestion 2: Create a New Vehical Registration online form in the Web site, after filling up the form ,make a pavement through the online banking like "Tamilnadu Electricity board" and take a print of paided bill + filled application form + copies of the required documents and tell the users to send the forms throught Register post or speed post or submit in the office where the goverment arrange the cell/ cabin for reciving the application forms.
2. For the Anti Corruption Bureau (ACB) / Central Bureau of Investigation (CBI):

Suggestion 2: Make that type of persons atleast 1 years in jail + lose of job also
Suggestion 3: Make that type of persons atleast 1 years in jail + lose of job also
