Income Tax Office, Gandhidham being a revenue deptt, Corruption practices and high handedness of the official is like a malace here. Due to cohurt understanding between Tax consultants/practiceners and Sr Tax Assistants, Citizen are in a surrendered mode in adopting bribing as the only way. |

| 3. Problem/s I faced: |
There are six Sr tax assistants in rotation every 2-3 years manning ward-1,ward-2, TDS,Circle International Taxation. Citizen CAs have to face them in any of the five offices. Complaining against them is a difficult proposition. They have been adopted and accepted with fixed bribe rates/services |

A TA earns Rs 10,000 per day in despatch |

A Sr TA earns upto 10% of refund amount on monthly refund of Rs 2 crore in circle and at the same revenue level in wards internation Taxation. Refunds are processed manually here. |

ITOs are compromised as at times these Sr TAs/TAs/CAs work as their agents in collecting money. |

| D: My Suggestions |
| 1. For head of government department: |
|
| Suggestion 1: |
Root cause of the malaise is no transfer/posting of these officials in last 10-12 years. Through CAs they have created fear of the deptt among the citizen and have made services of the deptt payable. CAs are working as a buffer, not letting people get in touch with the deptt directly, bringing bad name to the deptt as they charge the citizen on the name of the deptt. Quantum of revenue loss can be imagined due to the prevailing malaise. These Sr TAs/TAs are just drawing salary from the deptt and actually work for the CAs by leaking information and extending undue favour on agreed money consideration.

| 2. For the Anti Corruption Bureau (ACB) / Central Bureau of Investigation (CBI): |

| Suggestion 1: |
1. They have to show their presence on the lacation. 2. They have to be with the people giving a message to these erring officials. Not just wait for someone to complain. 3. CAs have to be warned for their professional ethics and code of conduct. 4. Controlling office of the Income Tax Gujarat Charge have to put administrative controll over the situations using following methods:- a. CompulsoryvTransfer of official with more than 5 yrs stay at this location b. Putting hoading as per the direction of CVC for reporting bribe cases on designated Telephone Numbers or email ids to the CVC. Till date there is no such hoarding at the gate of the office. c. Releasing messages/circulars against corruption in local dailies periodically. d. Empowering people not to cause revenue loss of the Govt by paying bribes to these officials.

ICAI, the professional body issuing certificate of practice to the CAs should watch the kind of Audit unethical malpractices the practising CAs are involved in and put some controlling and monitoring mechsnism in place. Income Tax Deppt should initiate action against such CAs and its own officials for their misconduct and unethical practices.

Paying bribe is the greatest sin. Pay to the nation Make this settlement of Gandhi as pure as he was. Do not pay these corrupt people for personal gain
