I live in Raipur, far away from Mumbai and not in a position to rate NGOs working out from that city. However, your set of questions is interesting. There are good NGOs and there are not-so-good NGOs and there are also those who are SSOs- self Serving Organisations. But who can rate them?
 
Frankly speaking, I have no definitive answer. But I  think that the funding agencies are the best judge. They have evolved their own mechanism to rate the outfits to whom they support. This can not be said about the government.
 
 Even, foreign funding agencies fail to properly assess the organisation to whom they support.
