Under the category of subsidised or low priced medical services, 2 institutions come to mind (for mumbai) 1 is at dadar called the pearl abortion center --near the station on the western side --run by a doctor who performs only sterilisation services for the poor (vasectomy/tubectomy/abortions etc). Article had come in the papers many years back --it said he takes token fee of Rs 1 and sees close to 50 to 150 patients a day--wonder how he does it. 2nd is the clinic in byculla which comes in the way while going from nair hospital (near some marathi talkies) towards where Joachim Arputham of sparcindia.org sits--its a muslim trust and I think its called semco or something like that. Somehwere in that area is also the railway hospital but that is for railway staff only.
