Dear Vinay,
He's quite right. I have no magic wand and the situation cannot completely change unless people start taking up their own complaints and insisting that Noise Rules be followed in their own areas.
All I have done is to bring the situation, with data to support the fact of dangerously high noise levels and the ill effects on citizens' health to the awareness of the Courts, the Authorities and of the citizens themselves. The Courts have responded by passing Orders to restrict noise levels. The Authorities have partially succeeded in bringing noise levels down (not enough).
I request all stakeholders, and particularly citizens who are victims of excessive noise to take effective action towards which I would guide them to the best of my ability.
Action for the entire city is not in my hands alone but in the hands of these stakeholders. In areas where citizens have insisted on compliance with Noise Rules, they have succeeded to a large extent. Pestom Sagar is an example where noise from masjids has been controlled, I believe.
