Island city to get a facelift

THE ISLAND city is set to get a facelift and grow more vertical. The state government has finalised norms that allow for the urban renewal of nearly 16,000 old buildings in south Mumbai, which has some of the most densely populated pockets in the world.

The state’s urban development department (UDD) on June 30 issued a notification amending a Development Control rule to make way for integrated or cluster development of an entire area. This means localities can now be redeveloped like townships, with basic amenities like roads, water and parking, instead of piecemeal redevelopment of one or two buildings.

The amendment is open to public scrutiny for a month, during which the civic body will clear it.

Global metros like Hong Kong, Shanghai and Singa pore have successfully implemented cluster development.

Cluster development will redefine old Mumbai’s skyline with taller towers as the Floor Space Index (FSI) for these projects have been hiked to 4 and above from 1.33.

FSI indicates how high a developer can build on a plot. It will also lead to a windfall of residential projects in the island city.

An area has to be at least one acre and not over five acres to come under this scheme. So, all cessed buildings, those built before 1969, and slums (if they don’t occupy more than 25 per cent of the area being developed) can opt for cluster development.

All projects will be developed jointly by housing societies, developers and a government body — either the Maharashtra Housing And Area Development Authority or the civic corporation.

“Developers will get incentive FSI for commercial sale depending on the area they are developing and residents’ rehabilitation,” said T.C. Benjamin, principal secretary, UDD.

As per the redevelopment plan, residents from old buildings will get 300 sq ft flats free. The developer will also set aside a fund to pay their maintenance bills for 10 years.

The state government is soon expected to set up a committee to approve these schemes.
