Mumbai: The state government’s revised policy for redeveloping old housing board colonies advocates equal distribution of FSI to all tenements.

    The plan was ratified by the state housing department government on October 15. The policy was revised following objections and suggestions from the tenants of these housing colonies.

    According to a statement issued by the Maharashtra Housing and Area Development Authority (MHADA), the highlights of the revised policy are:

(a) The carpet area limit of low income group tenements, which is fixed at 30 sq m by the urban development department is proposed to be increased to 45 sq m

(b) The balance FSI from the colonies, according to the sanctioned layout, will be distributed on equitable basis in proportion to the number of tenements. The principle of “Equal FSI to all categories of tenements” is envisaged in the revised policy. However, in those cases where offer letters are already issued as per earlier policy and payment is received, allotment of FSI will be made as per offer letter issued. (c) As the revised policy advocates equal distribution of FSI to all tenements, there is no question of allotting FSI of one category of tenements to the other one

(d) The earlier system of waiting/priority list as per Resolution No 5998 is now cancelled.

(e) Revised rates are suggested for distribution of balance FSI from colonies and other items. These rates are based on Ready Recknor(R/R) rates and they are proposed for different incomes categories as 40% for lower income group, 60% for middle income group and 80% for high income group. Other rates have also been revised to some extent.

    Other salient points of this policy are:

i) The rates for different income groups are proposed with lesser financial burden on LIG tenants. Apart from this, the FSI rates have not been made applicable to “B” and “C” class Municipal Towns.

ii) The benefit of balance FSI is predominantly given to the tenants’ co-operative societies.

iii) The delegation of powers according to the approved policy mostly vests with the chief officers of the regional boards to decide the tit-bit plots and distribution of equitable FSI. Owing to such decentralisation of powers, speedy implementation of the policy is expected.
