One very important thing that people are worried about, while reporting corruption cases, is that of being targeted later. Hence an option for receiving complaints while retaining their anonymity could help more people come forward. This could mean a phoneline along the lines of 'Childline' where any child can call up and register a need for help. Similarily, here a well-publicised line could be used to receive complaints, with details of the case.
 
Also, a couple of really authentic officers with a reputation for being both fair and tough, could be used to lend credibility. They could be highlighted as the 'A-team', and their achievements in exposing and handling corruption cases should be well-publicised, so that people start getting confidence about the program. Stories always have a better impact than figures.
