I am a senior citizen and an Engineer by profession and in business. We have seen the years of the talk on corruption and the ACB role. We have also read about the  bribes taken by ACBs. If you really want the corruption to diminish then policing must be removed. The policing causes huge corruption.
 
The Government offices like Income Tax. Sales Tax, Excise , MCGM must not police. They should visit the industries and help them to follow the rules. Let this be at cost to the Industry. Let these offices and other offices in Government become the " Consultants " and Industry friendly and charge the fees officially. Let the officers of the organisation be paid the official incentive by the departments for this work . Let this incentive be tax free too. You will then see that the corruption will not exist at least in these departments. Today the officers use the rules to find faults and squeeze the industry with heavy bribe.
 
With this arrangement, the officers of the Government organisations continue to get the money but now officially instead of the bribe. The industry can get the expenses as tax deductible. Then the Industry may not have any reason to generate the black money. No use making the policing efficent as that becomes the root cause for bribes and corruption.
