Proposal
for ProVention- Disaster Management Cell of NMIMS
On
July 26th, 2005, Mumbai the commercial capital of India was struck
with the heaviest rains recorded in Indian history. According to Government of
Maharashtra the 26/7 disaster of Mumbai has costed a total economic loss to Mumbai of Rs 5,000 crores however
trade analysts say the loss to both small businesses as well as big industry
could be anywhere between Rs 15,000 and Rs 20,000 crores.
Large
areas of slum dwellings with poor infrastructure and the high population density
have exacerbated the impact on Mumbai.
This situation highlighted that the
main cause of this disaster was deeply rooted in the outdated drainage system
coupled with pathetic sanitary conditions and garbage disposal system.
The horrifying memories of 26/7 disasters could well be a wake-up call
for all institutions/ organizations to do more than mere lip service to disaster
recovery (DR) and consciously work towards disaster mitigation strategies. The High Court has directed Government of Maharashtra to take all
necessary steps in future to take care of waterlogged areas, sanitation and
garbage disposal.
Need
for Disaster Management Cell at NMIMS
Mumbai
generates approximately 5,500 metric tons of waste on a daily basis, out of
which BMC is able to collect and dispose only about 5,000 tons. Accumulation of
city’s industrial and household garbage and insanitation are potential threats
for future disasters. Recurring disasters in Mumbai can
cause great damage to both human life and property, which can severely impact
the economy of the nation. Mitigating the impact of future
disasters will require multi-pronged managerial and technical actions. Studies
conducted by IITs, IIMs, UNDP and other disaster management institute have
stressed that in addition to use of technology for disaster mitigation efforts
should be made for building community participation and capacity building. These
studies emphasize that disaster prevention and
mitigation are integral parts of sustainable development that requires
managerial action.
In
this context Narsee Monjee Institute of Management Studies aims at strengthening
the efforts of public and private sector in disaster prevention and mitigation
with specific focus on waste management, garbage disposal and sanitation. As a
management institute based in Mumbai we wish to actively contribute through
developing capacity building activities, providing training support and
designing networking mechanisms for disaster management.
As a
socially sensitive institute NMIMS has always provided active human, material
and financial support for disaster-impacted communities. The institute believes
that the principles and techniques of management are applicable to disaster
management as well. The Institute has made conscious efforts in initiating
cross-sector partnership dialogues in the recent past on disaster management
with Bombay Management Association and Secretary, Relief and Rehabilitation
Cell, Government of Maharashtra for initiating consolidated initiative and
taking ahead the agenda of the rehabilitation of disaster impacted
communities. The institute firmly
believes that it should institutionalize a ‘Disaster Management Cell’ and
make consistent efforts in working with public and private sector for prevention
and mitigation of disasters in Mumbai with a special focus on addressing the
issues of waste management, garbage disposal and sanitation problems.

of Proposed Networking Institutions
The
activities of the Disaster Management Cell will be carried in collaboration with
the Municipal Corporation of Greater Mumbai, Relief and Rehabilitation Cell,
Government of Maharashtra and the following socially sensitive organizations.

business process outsourcing organization. It provides expertise in various
aspects of disaster management.
Bombay
Management Association (BMA) is
India
's most premier Management Association. It is an
Independent non-profit making entity, which focuses on providing a wide range of
services aimed at enhancing managerial effectiveness in a broad sphere of
activities with a common desire to improve the standards of managerial practices
in India
.
Karmayog
is a
is a free platform for the Indian nonprofit sector. Karmayog through its NGO
council mobilizes stakeholders’ support to address issues, which affect the
functioning of civil society. Post 26th July disaster in Mumbai
Karmayog has played an active role in activating the BMC to address issues
pertaining to garbage disposal and sanitation.
iVolunteer,
a MITRA
initiative promotes and facilitates volunteerism in India . It
utilizes the skills and time of volunteers to work towards various issues of the
development sector
In
addition to the collaborations from the above organizations, esteemed
institutions which specialize in disaster management like IIT Bombay , and TISS to
provide mentorship to NMIMS.
Specific
Objectives of the Disaster Management Cell
1. To
conduct field based qualitative and quantitative research in the area of
disaster management and serve as a documentation center.
2. To
design appropriate short term and long term training modules and training
material for disaster management with special focus on sanitation and household
and industrial garbage disposal.
3. To
develop capacities of advanced locality management groups, NGOs, business
organizations, academic institutions and government functionaries through
designing appropriate training programmes for disaster prevention and
mitigation.
4. To
network with Municipal Corporation, State Government, NGOs, Citizen’s groups,
Industry and Trade organizations and Educational institutions to focus on waste
management and sanitation problems and work together towards solutions.
5. To
organize orientation and advanced courses for students of management in the area
of disaster management.
6. To
design workshops, lectures, seminars, conferences, training programmes,
management development programmes and symposia for providing knowledge and
developing skills of executives from the cross sectors to address issues of
disaster management with special focus on garbage disposal and sanitation.

undertake any such other activity as may be deemed necessary to promote
understanding and better professional practice in the area of disaster
management.

Outcomes
of the Disaster Management Cell
1) The
disaster management cell of NMIMS will sensitize, build capacities, mobilize and
empower ALMs, government functionaries, NGOs, industry executives, students and
citizen groups to handle waste and create wealth.
2) In
addition to this the Cell will create a rich data bank on information pertaining
to designing training, developing effective and efficient systems for mitigating
disasters in the city. It will train industrial executives to mitigate
industrial disasters.
