The author, in the backdrop of Rape of a Finnish National in Mumbai and incidents of adulterated milk being supplied in Bombay Municipal Corporation school's which has endangered the life of many childrens, voices his deep concerns over the state of affairs.
The author seeks to travel to the psyche of offenders of law and attempt to unearth some attributes of it.
It is a Settled Proposition Of Law that Crime is not only against the immediate Victim but it is in Fact against the Society.
But this is not the end.
The Proposition also Seeks to Manifests the Face and Characteristics of a Perpetrator Of offenders of law.
· He is the the ONE who refuses to recognises the Fundamental Rights Of the Victim and hence disregrd the Authority of Constitution Of India;
· He is the ONE who refuses or disregard the existence of the Authority of GOI / The Judicial System;
· He is the ONE who by his act Challenges the existence Of every Office bearer at the helms Of The Govt. and Justice System;
· He is ONE by his act DARE the Whole System.
He also(Offenders) states:
The ONE should not be lightly interfered With. We must fear of that ONE.
