There is no standardization of set top boxes today.  Different operator using different set top boxes. They also used to charge exorbitant rate.  On the consumer point of view, we need a universal standard of set top boxes like GSM mobile, so that the consumer can buy the product from the market.  If the consumer buy the same from cable operator, he is not ready and willing to repair the faulty set top boxes.  Many a times, they used to give substandard product at higher rate. Quality of signals also very much affected. 

Therefore the State and Central government bring some guidelines on this issue:-

? A common feature and standardization of all set top boxes and related products. It should not be operator specific product and it should be consumer friendly.
? Standard repair and warranty should be made available.
? The consumer have the liberty to buy the product from the market of his/her choice and cable operator should not insist the consumer to buy their own products.
? Govt. attention much needed to solve various problem related to CAS in the interest of millions of consumers in the country.
? The set top boxes contain latest technology and accessible to all latest formats like MPEG4/DVD/HDVD/ other  formats.
? For using Set top box, the manufacturer should be encouraged to multi use set top boxes alongwith DVD/VCD/FM and other features so that one product can be a multifunctional feature which will be a great encouragement among the Cable customers.
? While changing the operator, there need not be changing the set top box and need to keep international standard. This will end cable operator monopoly and consumer have better choice to change and choose the operator.
? There should not be any technological monopoly/ technological hindrance/ access deficit issues like in Mobile telephony which the authorities should have taken in mind.
