- no one seems to think it important to discuss the insurance of the school which is  a very serious matter for any NGO adopting a school.

 

- Another serious issue is the credentials and antecedents of an NGO / indivivual/ corporate wanting to adopt the school.

 

- having 2 or more NGO's and creating healthy competition between NGO's does not sound like a very viable suggestion (Navnimriti)

ON BMC SCHOOL ADOPTION PROPOSAL

 School Adoption Programme: It should be termed as a joint initiative

In Objectives

i)             Private Agencies needs to be specified as NGO.

In Sub  :  Objective

10) Capacity building through continuous learning / training programme for all teachers and non-teaching staff.

In Tenets

Operational & Academic Responsibility  -  Logicaly should not include building structure.

The period should be 5 or 10 or 15 years (Multiples of 5) and maximum of 30 years.  

In Operational Responsibility since the title and ownership is with BMC

           The building repair, painting (internal & external) & maintenance of electrical and non-electrical equipment should be BMC’s responsibility (Cost paid by them being the owner).

       Repair & polishing of existing furniture and making new furniture should also BMC’s responsibility. (i.e. cost paid by them not NGO)

       Any repair/civil/electrical job over 5000/- will need 3 comparable sealed quotations and will be handled by the School Management Committee. This will check corruption and delay

       Cost of running the bus service should be charged to the student at no profit no loss basis. The NGO should be allowed to display its name on the bus.

   2)   The NGO may be able to develop only existing facility mentioned in this section. Additional staff will be required for the Library, Labs etc. The Salary for them should be paid from the BMC grant? Mid day meal was to be a govt. project? Most of the facilities mentioned here are not available in the BMC schools therefore the BMC should allocate additional funds which will cover at least 50% of these cost.                                                                                                          

3)   School Management Committee.

  The School Management Committee Should Comprise of 1) Principal, 2) Teacher’s Representative, 3) PTA Representative, 4) Principal of Neighbouring GOVT. AIDED Secondary School, 5) NGO Project Manager/Director (One representative of each NGO working in that Particular School) AND 5) DMC (Edu.) or A.O. (Edu). This committee should have all the authority, responsibility and shall be accountable to the DMC (Education) but shall work independently

 If a building houses more than on each School’s Principal, DMC/A.O. and Representative of each NGO working with the Schools should be a effective coordinating Committee for the Building Maintainance and other property upkeep work. This will be the apex body.

  The NGO should be provided exclusive office place for the administrative, accounting staff and NGO project manager who will function from the School Premises.

  The Accounts will be handled by the NGO Staff placed at the School and audited by the BMC auditor.    

4)  The financial allocation:

a)            Should specify if it covers the salary to all the presently employed staff and future appointment in required and also new appointment on their retirement.

b)           It should also include basic staff required; the vacancy of which has not been filled up by BMC and other required new staff with the approval of BMC.

c)            It should also include the salary of administrative staff required by the NGO other than the Director/manager of the NGO.

d)           The grant given by the BMC should be on the per child ratio worked out in advance and displayed transparently to help the NGO to take up this project.

e)            The Electricity and Water charges should be paid by the BMC.

f)             The BMC school grant should be deposited in a specially opened bank account in a Nationalised bank and the signatories will the Principal, Teacher Representative and NGO Project Manager. 

The BMC is not clearly specifying what are their responsibility in this venture and the grant that will be allocated.

One building houses more than one school with more than one principal. The NGO has to work with all the schools?

Review should be on a six monthly basis as School Management Committee meets every month.

The accounts concerning the specific school project will be locally maintained by the NGO staff and can be audited by BMC or appointed staff.

6. would the budgeted amount given to the school committee be deposited and managed from a seperate bank account to which the committee members are signatories?

 

There are many such questions which need a lot more clarity.

We have been involved in leprosy work and education since 1976 but are now also involved TB and HIV.  We have realised that there is a great need to improve the standard of our Municipal schools to prevent the huge number of drop outs.  Our wish is to adopt a municpal school where we can

Aarambh has worked out an arrangement with St Mary's School, one of the very good English medium school in NM which has enabled over 160 kids from the poorest slum communities to get free education absolutely free.

each year the school takes 50 children- on first come basis with our help and the school has commitrted to take 500 children in the next 10 years. Since the kids otherwise do not have pre school experience in English & the school had to take them in class I as they are 8 & above, the school had to start evening/night school for them. Now we are trying to get NMMC to give space/ school building to convert it into a regular day school

The children get uniforms, nutrition supplment, books, shoes, etc all free
Schhol buses pick them up from their home at 4pm & drop them back by 9 pm.

We have a lot of work to do in getting the programme started in the community
Mothers take turns each evening boarding the buses with the kids & bringing them home every evening

The response has been excellent Children and mothers have become well organised, motivated and encouraged. The whole community has taken up the responsibility so 4 women take the two bus load of kids each day. Parents are v happy that apart form the bus staff, there are community women to take care of the children These women also help the school helpers in distributing the milk & snacks and do otehr little help for the kids. While we hear that BMC schools insist on birth certificates, we have purusded the education dept to accept an  ordinary undertaking from the parents confirming the age of the child
Our first batch of 50 have reached class III

If municuipal corporation of NM gives the space/bulding St NMarys is willing to put up an entire school for atleat 1000 kids absolutely free

Thanks to you and your team at Karmayog for the laudable efforts in bringing a wide variety of  subjects for information and discussison .  I have been going thru' them and replying to a few. 

e at Vidya Vardhini foundation would be interested in the Public - Private partenership of  BMC School education program that  has been envisaged. at  three levels. We would be interested in working at the M-East and West ward levels .To have a greater clarity on this partnership  a meeting with the senior officers /Ward level officers/ CDOs need to be arranged  so that roles are better defined.

What I had heard last was that BMC education dept. wishes to start 84 Englsih medium schools in the ensuing academic year and does not wish to allocate  space to NGOs henceforth. Is there any news on this??

This is a good plan. However, unless the BMC and the state government
change their strategy of education vis-a-vis - Marathi medium and
English there would not be any marked improvement. Even the syllabi
should also be changed to meet the present day requirement and the ever
dynamic world economy.

All the mentioned prepositions are very viable in the
much needed quality enhancement for the municipal
schools.However, I have the following reservations:

1.In order to make it sustainable, the adoption system
should be long term.

2.The partnership, should be totally philanthropic, it
should be introduced gradually into the existing
system.

3.The support system should be unreserved in its
execution, and should be legally binding against
unconditional withdrawal.

All systems should be totally accountable and policy
decisions should be taken in consensus rather than
autocratically.

Thanks for the initiative taken to improve the
education of common students of Mumbai.

I have gone through the draft and like to offer few of
my following suggestions on the issues involved:

SCHOOL PARTNERSHIP PROGRAMME(SPP):

1 School Management Committee:

May like to consider students participation as well.
One boy and one girl student may be taken in the
committee.

2 In each of the classes one boy student and one girl
student to be selected / elected by consensus as class
monitor.

3 One Head boy student and one Head girl student based
on overall performances to be selected.

These monitors and head students be given specific
authority/ role in the affairs of running of schools
mostly concerning students affairs.

4 N G O - Annual report to be obtained in a prescribed
format for which specific time schedule to be fixed.

May like to consider monthly report as well.

5 Termination of contract-- This can only be made
effective at the end of academic year and not during
Mid academic year.

6 Sign Board size can be enhanced

7 Elligible Criterion of NGO's for adoption of
education institue to be made very specific. Not all
and sundry be allowed to adopt school. Local
Management Committee (LMC) be entrusted to review
functioning of NGO's in running of school in each
year. LMC may submit its report to BMC as also to
school.

Importance be given for vocational training/teaching
more than normal academics.
