www.eci.gov.in is Website of Election Commission of India (CEC & ECs) N Delhi who by their landmark directions No 3/ER/2003/JS-II of 27 March 2003 gave a format of affidavit based on SC order of 13 March 03 for Disclosures by all wannabe Legislators. Over 5 years gone by, there is therefore now available with EC declarations of each Central & State Minister plus Legislators in Power. A total of about 7500 Legislators across India. Karnataka is also known to become the first state to hold its election, with two sets of affidavits of candidates. The first time the state went to poll with the affidavits was in 2004. And now again in just concluded 2008. This gives all an opportunity to compare candidates and affidavits - also publicly enquire through RTIs wherefrom increase in assets happened. Even Income Tax, now maintain records digitally can also be proactive enquiring increase in assets & wealth. An important step in ensuring transparency and accountability of political parties, particularly funding of political parties is falling in place with Right to Information Act (2005) filed on February 28, 2007 by ADR (website: www.adrindia.org) who sought copies of income tax returns of 21 political parties and assessment orders passed on them, through an RTI application filed before the Income Tax authorities. Final outcome being: that transparency in funding of political parties in a democracy is the norm and, must be promoted in public interest. In the present case that promotion is being effected through the disclosure of the Income Tax Returns of the political parties.
