BIHAR

Special Schools :

(a) FOR HEARING IMPAIRED PERSONS – 

There are 4 Govt. run special schools for Deaf and Dumb children. These are situated at Patna, Darbhanga, Munger and Dumka. These Schools are imparting free formal education upto the middle standard (VIII class) to 150 students. Like blind schools, students of these schools are also provided free food, clothes, medicines, books etc. The state Govt. has also accepted the proposal to open two special schools exclusively for girls at Bhagalpur and Ranchi and these schools will have the capacity of 50 students each.

(b) FOR INTEGRATION OF DISABLED STUDENTS WITH NORMAL STUDENTS-
The Department of Human Resource Development, Govt. of Bihar has selected 20 schools under integrated education for disabled programmes (I.E.D.) where disabled students of different category are inducted with normal school pattern, so that both the group of students could help each other in achieving high standard of education and develop cooperation in national building.

Vocational Training :

(a) VOCATIONALISATION OF FORMAL EDUCATION –

All the schools stated in the above para has the facilities of vocational training in different fields like tailoring, carpentry, chair knitting etc.

(b) VOCATIONAL TRAINING FOR SELF EMPLOYMENT :

There is one vocational training center at Patna where a variety of training programmes are available to train handicapped persons in the trade of welding, leather work, carpentry, tailoring etc. This vocational training center has a capacity of 50 students like formal school The trainees of this center are also provided with free instructions, free residential facilities, free food, medicines, educational instruments etc.

Travelling allowance :

Govt. of Bihar has the scheme of granting conveyance allowance to disabled employees as per their salaries. The facilities of concession in State transport buses is also under active consideration of the State Government.

Job opportunities and placement assistance :

The Government of Bihar has established one special Employment Exchange at Patna exclusively for physically handicapped persons and has facility of carrier guidance in different employment exchange. Govt. of Bihar has also issued instruction to appointing authorities to give preference to disabled person in recruitment in cadres.

Grant-in-aid to Non-Government Organisation engaged in the welfare of disabled person :

Government of Bihar encourages efforts of Non-Government Organisation (NGO) in the field of welfare handicapped person and support their programmes substantially by granting grant-in-aid from time to time.

CHANDIGARH

(a) Govt. Job : In Gr. ‘C’ and ‘D’ posts under the Govt. reservation are provided in direct recruitment for physically handicapped persons as indicated below :

(b) Housing Board : The Chandigarh Housing Board has adopted a policy to reserve 1% of built houses to the Physically Handicapped persons. 

3. Scholarship/Stipend : Scholarships are granted from Class Ist to Class VIII th by Education Department and from Class IX onwards by Social Welfare Department. The rates vary from Rs. 50/- to Rs. 170/- for day scholars and upto Rs.240/- for hostellers. The blind students are also granted readers allowance. 

In addition to above, the Orthopaedically handicapped students are also eligible for maintenance of prosthetic/Orthotic aids @ Rs. 25/- p.m. irrespective of the class and course.

4. Disability Pension/Social Security Pension : Disability pension @ Rs. 100/- P.M. is granted to Physically handicapped persons from the age of 18 years and above who are disabled to the extent of 40% and are residents of Union Territory of Chandigarh and their family income does not exceed Rs. 150/- p.m.

5. Conveyance Allowances : Conveyance allowance to employees of Chandigarh administration is granted belonging to the categories of blind or Orthopaedically Handicapped. The rate of conveyance allowance is 5% of the basic pay subject to a maximum of Rs. 100/- p.m.

6. Bus Concession/Rail Concession : Free bus travel for blind and 50% concession is admissible to other categories of Physically Handicapped persons in C.T.U. buses.

7. Assistance for purchase of aids & appliances : The Physically Handicapped persons are given financial assistance for purchase of aids & appliances as are necessary to increase their mobility. The quantum of assistance is us under :

8. Other Concessions/facilities

i) Rehabilitation Centre for Handicapped Children : The Rehabilitation Centre for Handicapped Children is being run by the Indian Council for Child Welfare, U.T. Branch, Chandigarh. Handicapped children are treated free of cost for one time in this center. The Centre is having the facilities of Consultant Doctors, Speech Therapists, Prosthetic Technician, Clinical Psychologists, Medical Social Workers and Trained Teachers.

ii) Bhavan Vidyalaya, Jaisukhpal Hathi Sadan, Sector 27, Madhy, Marginal Chandigarh : The Institution imparts education to those children whose I.Q is low and are slow in learning.

iii) Institution for Deaf and Dumb Children, Sector 11, Chandigarh : The Institution is also being run by a voluntary organization and it imparts primary education which includes speech therapy and vocational courses.

DELHI

                    (ii) 1% DDA plots are reserved for P.H. persons
                    (iii) 2% Municipality shops are reserved for PH persons.

3. Age relaxation : The upper age limit is relaxed by 10 years for handicapped persons for applying in Govt. Jobs. 

4. Scholarship/Stipend : The State Govt. awards scholarship to the disabled students at the following rate :

            Class I to V -           Rs. 50/- P.M.
            Class VI to VIII -      Rs. 70/- P.M.

From Class IX onwards

5. Disability Pension/Social Security Pension : Disabled persons whose age is above 55 years get disability pensions @ Rs. 200/- P.M.

6 Unemployment Allowance : Disabled persons who is registered in employment exchange get Rs. 50/- p.m. as unemployment allowance.

7. Conveyance Allowance : Disabled employees get conveyance allowance @ 5% of their basic pay, maximum upto Rs. 100/-p.m 

8. Bus concession : Free bus travel for blind and 50% for escorts. Delhi Transport Corporation (DTC) has been issuing free traveling passes to physically handicapped persons.

9. Assistance for Self employment: Disabled persons get assistance for self employment. For details pl. refer the list (Appendix-A)

10 Economic Assistance : (a) Disabled persons get Rs. 1,000/- as one time economic assistance. (b) Leprosy patients get Rs. 400/- p.m. (c) Children of widow get Rs. 250/- to 400/- p.m. for education material etc. d) T.B. Patients get Rs. 100/- p.m.

11. Hostel facility : Hostel facility for college going blind boys at Sewa Kutir is available. Free boarding, lodging & medical care, scholarship for pursuing education and training, library, tape recorder etc. facility available.

12. Exemption in professional tax/road tax : Owner of motorised vehicle get exemption from paying road tax. 

13. Assistance for purchase of Aids & Appliances : The Physically Handicapped persons are given financial assistance for purchase of aids and appliances as are necessary to increase their mobility. The quantum of assistance is as given below :

Grant-in-aid to Universities for construction of hostel for handicapped.

Grant-in-aid to voluntary organisations for residential homes. Rs. 150 p.m. per child for maintenance.

HARYANA

a. Govt. Job: 3% of jobs are reserved for physically handicapped persons in the State Government Departments for direct recruitment in all the categories i.e. Class-I, Class-II, Grade-C and Grade-D posts). 1% post is reserved for each category of Visually Handicapped, Hearing Handicapped and Orthopaedically Handicapped persons.

b. Housing board: Handicapped persons get priority in allotment of Houses and there is one and a half percent (1.5%)reservation for them.

3. Age Relaxation : The Upper age limit is relaxed by 10 years for handicapped persons for applying in Govt. jobs.

4. Scholarship/Stipend : The State Govt. awards scholarship to the handicapped students at the following rates :

a) Rates of Scholarship from Class I to Class VIII

b) Rates of scholarship from Class IX onwards :

 5. Disability Pension/Social Security Pension : Disabled persons of the age group of 65 years and above having disability of 70% and above with family income of Rs. 200/- p.m. or less get disability pension of Rs. 100/- p.m.

8. Bus concession : The State Government gives free bus pass to all types of blind and other disabled persons having 100% disability. 

9. Assistance for self employment : Haryana Financial Corporation gives loan to all types of handicapped for starting self employment. For details pl. refer the list. (Appendix-A)

10. Exemption in road tax : All types of handicapped persons are exempted from paying road tax.

11. Awards/Sports/Seminars : State Government gives awards to the best handicapped employees and the best self employed disabled for their encouragement.

12. Assistance for purchase of aids and appliances : The crippled and orthopaedically handicapped persons get artificial limbs and wheel chair by the State Govt. whose case is recommended by a medical specialist or Chief Medical Officer.

13. Other Concessions/facilities :

Welfare activities : Deaf & dumb person get vocational training during which they get free rationing & free lodging/boarding & medical facilities.

HIMACHAL PRADESH

(a) One out of 15 posts are reserved in PSU’s and Board/Corporations.
(b) Educational institutions : 5% seats in ITI’s are reserved for disabled.
(c) Shops/stalls : 20% stalls of Municipal Corporation are reserved for P.H. persons

3. Age relaxation : The Upper age limit is relaxed by 5 years for handicapped persons for applying in Govt. jobs.

4. Scholarship/Stipend : The State Govt. awards scholarship to handicapped students from Class I to VIII. For detail pl. contact Director, Social Welfare Department.

5. Maintenance Allowance/Scholarship: (Through Institutions/NGOs) An amount of Rs. 60/- p.m. is given to leprosy cured person as maintenance allowance through NGOs.

6. Disability Pension/Social Security Pension : Disability pension of Rs. 100 P.M. for those whose individual income is less than Rs. 2000 p.m. There is no age limit.

7. Un-employment Allowance : Disabled Persons who is registered in employment exchange get unemployment allowance. For detail pl. contact Director, Social Welfare Department.

8. Conveyance allowance : Conveyance allowance of Rs. 75/- p.m. is given to the Govt. employees. For details pl. contact Director, Social Welfare Department.

9. Bus Concession : Disabled persons get free bus travel facility.

10. Assistance for self employment : Assistance of up to Rs. 2500 is given for self employment. For detail pl. refer the list. (Appendix-A)

11. Incentive for marrying a disabled : The State Govt. gives Rs. 5000/- to those who marries with a disabled persons.(Normal Person)

12. Assistance for purchase of aids & appliances: Full reimbursement of Aids & Appliances whose monthly income is less than Rs. 1,200 is given. 50% discount is given for those whose income is between Rs. 1201/- to 2500/- p.m. Max. subsidy is Rs. 5,000/- per beneficiary.

13. Other concessions :

Special cell in employment exchange for disabled.

Rs. 120/- p.m. for leprosy cured person whose individual income is less than Rs. 2000/- p.m.

Vocational training: Free training & accommodation is provided to the disabled.

JAMMU & KASHMIR

5. Free medical facility : Free medical facilities are being given to the inmates of the Home for the Handicapped. For further detail pl. contact Director, Social Welfare Department.

6. Scholarship/Stipend : Scholarship is given to the school going disabled children at pre-metric level.

7. Monthly Financial Assistance/Disability Pension : Disabled persons get monthly financial assistance @ Rs. 150/-p.m

8. Assistance for purchase of aids and appliances : Disabled persons get artificial limbs and appliances including hearing aid under Prosthetics Aid Scheme. There is a Govt. Artificial Limb Centre functioning in J & K State under the Health and Medical Education at Barajulla, Srinagar.

9. Conveyance Allowance : Handicapped Govt. employees get conveyance allowance.

i) Facilities of boarding/lodging and education for deaf and dumb, Orthopaedically Handicapped students are available through voluntary organization.

ii) Facilities of boarding/lodging and education etc. for blind in residential institutions are available.

iii) Reservations for admission in professional courses are available for disabled persons.

iv) Grant-in aid is given to voluntary organisations working for the upliftment of handicapped persons.

MADHYA PRADESH

2.Reservation in 

(a) Govt. Job: The latest instructions of General Administrative Department meant for reservations of posts for persons with disabilities in Government and public sector jobs are as follows :

In Govt. jobs there is 6% reservation in 100 point roster for Class II, Class III and class IV category for direct recruitment for persons with disabilities :

The inter section reservation for visual, orthopaedic and hearing speech impaired persons is maintained @ 2% for each.

b) In ITIs – 3% seats are reserved for Physically Handicapped students in ITIs.

c) In Engg. & Polytechnic colleges : 2seats are reserved in each State Engineering College and Polytechnic College for the disabled students. This reservation is over and above the sanctioned intake capacity. Candidates claiming admission against these seats are required to produce eligibility certificate from Distt. Medical Board and Suptd. Rehabilitation Centre for P.H, Napier Town, Jabalpur, MP. 

3% reservation of seats in hostels run by Government in educational and/or training institutes (where such hostel facilities exists.)

3. Age relaxation: The upper age limit is relaxed by 10 years for handicapped persons for applying in Govt. jobs. 

4. Scholarship/Stipend: a) The State Govt. awards scholarship to those handicapped students whose parents income is less than Rs. 2000/- p.m. at the following rate :

            Primary level -                    Rs. 25/-
            Middle level -                      Rs. 30/-
            Higher Secondary level -      Rs. 35/-

(Free books are provided to those disabled students whose parent’s income is less than Rs. 750/- P.M.)

b) The former Central Sector Scheme of Scholarships for various sections is now being operated by the State Government as follows :

5. Disability pension/Social security pension : 

i. Persons with disabilities above the age of 65 years get disability pension @ Rs. 150/- per month.
ii. Destitute children with disabilities at the age of 14 years or more get social security pension @ Rs.150/- per month
iii. Children between 6 to 14 years who are enrolled in schools and whose family lives below the poverty line get social security pension @ Rs. 150/- per month.

6. Conveyance allowance : Disabled employees get 5% of the basic with a minimum of 
Rs. 50/- p.m. and a max. of Rs. 100/-p.m as conveyance allowance for attending office. 

7. Bus concession : 

a) Blind person get 75% concession in State Road Transport Buses.
b) Destitute children with disabilities at the age of 14 years or more get social security pension @ Rs. 150/- per month.

8. Assistance for self employment : The handicapped persons get assistance for self employment. For details pl. refer the list. (Appendix-A)

9. Awards/Sports/Seminars : Institutions, individuals and Govt. employees get award for excellent work done in the field of disability & rehabilitation. Two awards are given each for visually impaired, hearing impaired and locomtor impaired employees).

10. Exemption in professional tax/road tax : Disabled employees are exempted from paying road tax/Professional tax.

11. Assistance for purchase of aids & appliances : Financial assistance provided to disabled children for purchase/fitting of artificial limbs & aids/appliances.

12. Other concessions /facilities
a. Bonus marks in competitive exams : Disabled persons get 10% bonus mark in competitive exams.

b. Disabled employee also get exemption in professional tax.

c. A Braille press has been established at Bilaspur to supply to blind on free of cost.

d. Disabled person in Govt. job get free medical treatment.

e. Free books are given to the blind.

f. Disabled persons are exempted from Typing test for the post of LDC, subject to production of medical certificate about his/her inability to learn typing.

g. 10% grace marks are given to disabled persons for appointment in Gr III (Typist) and Gr. IV service

PUNJAB

2. Reservation in

(a) GOVT. JOB : 3% Govt. jobs are reserved for the physically handicapped persons. 1% vacancies of each for the blind, deaf & Orthopaedically handicapped and comparable posts, in P.S.U.’s and local bodies.

Appointment to handicapped persons is given on priority basis i.e. they are not required to go through the normal procedure of coming through the Employment exchange or through advertisement.

In ITI’s under the Apprentices Act 1961 the employers in the public & private sector are required to reserve 3% seats for the PH persons.

(b) EDUCATIONAL INSTITUTIONS : 2% seats are reserved for admission in 
B. Ed. Courses. This admission is open to blind persons also. The Universities have provided 3% reservations for P.H. persons for the purpose of admission in each subject. In M. Phil courses, only 1% seats are reserved for them.

3. 
a) AGE RELAXATION : For the purpose of appointment to class III and class IV posts under the Punjab Govt., the upper age limit is relaxed up to 10 years for the PH persons.

(b) RELAXATION IN TYPING TEST & OTHER MEDICAL STANDARD – Relaxation in typing qualification for entry into clerical cadre have been allowed by the Govt. Relaxation in health standard have been allowed by the Govt.

Deaf, mutes or deafness is not considered a disqualification for appointment of the person if otherwise fit for the job.

4. Scholarship/Stipend: Scholarships have been rationalized and the revised rates are as follows :

            Upto Matriculation -                  Rs.200/- p.m.
            For studies beyond Matric –      Rs. 300/-p.m

The Income criteria for parents in all cases would be Rs. 2,500/- p.m. in the case of one disabled child and Rs. 3000/- p.m. in the case of two disabled children.

5. Disability pension/Social security pension : The Punjab Government has revised rates for pension for the disabled persons. As per the new rates, an amount of Rs. 200/-p.m. is given to the disabled persons. The amount is payable from birth or from the date of disability. The income criteria is as follows:

i) Applicant should have income of less than Rs. 500/- p.m.

ii) In case of married person, the income of both should not exceed Rs. 750/-p.m.

iii) In case of parents, the income criteria is Rs. 2,500/-p.m. for one handicapped child and Rs. 3000/- p.m. for two handicapped children.

The Deputy Commissioner in the district have been declared as the sanctioning authorities and the District Social Security Officer have been made the drawing and disbursing officers under the Scheme.

6. Un-employment allowances : Unemployment allowance @ Rs.150/- p.m. for undergraduates and Rs. 200/-p.m. for graduates and above is being paid. In the case of blind and deaf persons, this is being given from the date of registration in the employment exchanges and in the case of other handicapped persons after three years of registration.

7. Conveyance allowances : Conveyance allowance is paid @ 5% of the salary subject to maximum of Rs. 100/- p.m. where conveyance allowance is allowed to other categories of employees, this 5% is in addition.

8. Bus concession: Free travel concession is allowed to the blind persons for travelling in the buses of Punjab Roadways and Punjab Road Transport Corporation (PRTC) and 50% concession is allowed to attendant accompanying the blind persons. Other handicapped persons are allowed 50% concession in the fare.

9. Assistance for self employment : Punjab Financial Corporation gives loan of Rs. 2.00 lakh where the disabled person is required to contribute only 10% as against 25% from others In the case of loan upto Rs. 50,000/- , disabled person need not be an artisan.

10. Incentive for marrying a disabled : New scheme envisaging payment of marriage grant of Rs.5,000/- to any introduced for giving cash awards, certificates and citations.

11. Awards/Seminars/Sports: State award scheme for voluntary organizations and best employees has been introduced for giving cash awards, certificates and citations.

12. Assistance for purchase of aids & appliances : The scheme taken up to enable the handicapped persons to lead as normal life as possible . The Govt. pays for the cost of the limb according to the income of the applicant.

RAJASTHAN

1. Govt. Job : In Gr. ‘C’ and ‘D’ posts under the Govt. reservation are provided in direct recruitment for physically handicapped persons as indicated below :

(b) HOUSING BOARD : 1.5% of the houses constructed by Rajasthan Housing Board is reserved for the disabled.

3.Age relaxation : Disabled persons get 10 years age relaxation is state Govt. jobs.

4.Scholarship/Stipend : The State Govt. awards scholarship to those handicapped students whose parents income is less than Rs. 1500 p.m. at the following rate :

Income Criteria : The State Govt. awards scholarship to those handicapped students (Cl. I to VIII) whose parents are non-income tax payee. In case of students studying in Cl. IX onwards, this scholarship is available to those whose parents income is Rs. 2,000/-p.m 

5. Disability pension: Disabled persons of 8 years of age and above and have disability get Rs. 100/- p.m. Couple get Rs. 150/- p.m.

6. Un-employment allowance : Disabled who is graduate get Rs. 150/- and post graduate get Rs. 250/- for 2 years or till they get employment, whichever is earlier. The applicant should have passed in Ist or IInd division from a recognised Institutes.

7. Conveyance allowance : The handicapped state Govt. employees are given 5% of their pay and Rs. 75/- p.m. as conveyance allowance.

8. Bus concession : Free bus travel is provided to physically and mentally handicapped persons in Rajasthan State Roadways Corporation.

9. Assistance for self employment : Trained handicapped person can get loan for self employment up to Rs. 10,000/- at 4% interest.

Subsidy @ 33.3% subject to Rs. 3000/- maximum in urban areas is given. In rural areas, subsidy rate is 50% with maximum of Rs. 5000/-.

10. Grace marks in examination: 5% grace marks is given to the disabled persons in the qualifying examination of all competitive examination.

11. Awards/Sports/Seminars : On the line of National Award of Govt. of India, for the best handicapped employee/employer and voluntary organizations, a state level award scheme has been started from the year 1988-89.

12. Assistance for purchase of aids & appliances : Handicapped persons get financial assistance for purchase of aids and appliances The cost of the aids & appliances must not be less than Rs. 25/- and greater than Rs. 2,500/-. Full assistance is given to those whose monthly income is between Rs. 751/- to Rs.1500/-.

13. Other concessions :

Government accommodation : The Blind & the deaf get priority in allotment of Govt. accommodation where ever possible.

Medical examination fee exemption : No fee is payable for medical examination and for grant of certificate.

Training center : District Rural Development agency conducts training for vocational purposes & pay stipend of Rs. 100 p.m. to local trainees & Rs.125 to outsider.

Reimbursement of Rail/Bus fare – To & fro rail fare or actual fare is admissible to the handicapped for appearing in any examination/interview for training & employment purpose. 

For Temporary appointment, the condition or desirability of training/test, experience whether prescribed does not apply to PH person. However, the P.H person may be required to receive such training within 2 years of appointment.

Supply of text books and other education material : The Social Welfare Department is supplying text books free of cost to students who are Visually Handicapped, Hearing Impaired and Mentally Handicapped ]

UTTAR PRADESH

1. Concerned Person :

2. Reservation in 

a) GOVT. JOB – 3% reservation in all the categories of State Services has been made e.g. 1% for visually handicapped, 1% for physically handicapped and 1% for deaf and dumb.

(b) EDUCATIONAL INSTITUTIONS– As per information available with State Welfare Department there is no uniform policy for all the institutions/colleges. However, the facilities have been provided to disabled by certain Universities, which are as follows :

(i) All types of fee relaxation – Agra, Kanpur, Meerut University

(ii) Relaxation in merit at the time of admission – Allahabad University

(iii) Reservation in admission – 5% Ruhelkhand University

2% Kumon University, 1% Roorki University

(iv) Preference in admission to disabled soldiers : Agra University

(v) Writers facility in Exam – Lucknow, Kanpur, Agra University

(vi) Half hours extra time in examination – Kanpur University

3. Age Relaxation for Jobs: 10 years relaxation in the prescribed upper age limit is available in State Govt. Services of group ‘C’ & ‘D’ and 5 years relaxation in the prescribed upper age limit is available in group ‘A’& ‘B’ Services.

4. Scholarship: Disabled students get scholarship at the following rate :

           (i) Class I to 5th :                                             Rs. 15/- p.m.

           (ii) Class 6 to 7th :                                           Rs. 20/- p.m.

           (iii) Class 9 to 12th :                                         Rs. 85/- p.m. 

           (iv) Class 12th :                                                Rs. 125/- p.m.
 
           (v) Graduate :                                                   Rs. 170/- p.m.

           (vi) Degree/PG in Professional Courses :              Rs. 170/-p.m.

5 Maintenance Allowance/ Grant-in-aid for disabled persons: The handicapped persons whose income is not more than Rs. 225/- P.M. are given maintenance allowance at the rate of Rs. 100/- per head.

6. Disability Pension/Social security pension : Old age persons living below poverty line gets Rs. 125/- p.m. disability pensions .

7. Un-employment allowances : There is no such scheme in the State.

8. Conveyance allowances : The State Govt. employees who are handicapped are given conveyance allowance at the following rates :

8. Bus concession : There is a proposal to provide free traveling to handicapped person in UPSRTC buses upto a distance of 10000 kms in one calendar year. Govt. of UP have already allocated Rs. 9.19 lakhs for this purpose in this current financial year.

9. Concessions in shops for handicapped persons: There is a proposal to provide Rs. 20,000/- to all categories of handicapped persons for construction of shops. This amount includes Rs. 5000/- as grant-in-aid and Rs. 15,000/- as loan without interest. Govt. of UP have allocated Rs. 50.00 lakhs for this purpose in the present financial year.

10. Assistance for marrying a disabled: Rs. 11,000/- is given to those normal persons who marry to a disabled.

11. State Awards : There is a scheme for State level award to efficient handicapped employees, self employed handicapped, and placement officers of handicapped persons.

12. Assistance for purchase of aids & appliances : Costs of the aids/appliances or Rs. 1000/- which ever is less is given as grant-in-aid to handicapped perons.

13. Other concessions/Facilities :

- Re-imbursement of medical treatment : For special diseases medical reimbursement is admissible to State Govt. employees.

- Exemption in typing test : Physically handicapped persons get exemption in 
proficiency in typing test at the time of appointment to clerical posts.
