This is regarding emergency response in flood affected areas in Bihar (India).
Sphere India is leading the coordination efforts at national level for responses of different humanitarian agencies in India. Sphere India is trying to intiate Unified Response Action in Bihar floods. Several major milestones have been achieved till yet in this regard. The organizations are sharing their activities and responses with each other (in National Level Inter Agency Group). Recently, a joint assessment of the affected areas have been conducted by a group of member organizations of Sphere India.
Sphere India Unified Response Control Room at Bipard Patna, which is the secretariat of IAG Bihar, is facilitating the coordination at the state level. At the district and block level, the leading member agencies along with the district administration are coordinating the relief activities.
Sphere India is building an understanding with a leading corporate fund to moblise resources for the member organisations and their partners in India.
For this purpose, we are inviting proposals from agencies working in Bihar flood response (or planning to work). As the funds are indian currency, the organization should be an Indian Entity (which can receive Indian funds).
We are forwarding this information and the guidelines for submission of proposals to you so that this can be circulated widely to get quality proposals.

Other important consideration will be Coordination (with government, other organisations and stakeholders) and Participation of affected communities. The emphasis will be on Sphere compliance and Sphere Audit will be carried out to see how close we could achieve the "Sphere minimum standards in humanitarian response." Quality Benchmark: The benchmark for quality will be compliance to Sphere minimum standards. Accountability norms(Attached): Organisations will be liable to submit all organisational documents to meet the accountability norms as attached. These will be submitted to Sphere India secretariat on request and funds will be disbursed after validation of the same. Apart from the norms attached, transparency in action, reporting to all stakeholders at regular intervals specially to affected communities will be desired.
