CONTEXT

 

Bihar is collapsing under devastative floods, with the Kosi River changing its course after 150 years. The government which is totally unprepared for such a calamity has not been able to do anything except asking the people of four districts – Madepura, Araria, Supoul, Katihar to leave their homes, farms and other belongings and head out of these districts.

More than 4,000,000 – Four million – people have been affected by this forced migration out of their homes. The Kosi moved its course more than 120 Kms west and the 13 Kms wide course is moving 100 Kms at high speed taking into its waters 417 villages in the process. Kosi flood waters are normally reddish, but the villagers report that in this flood the waters have turned blackish.

            Even as the river sped on to the Ganga with its changed course it gulped Madhepura and 14 districts including Madhepura, Araria, Supoul and Katihar, are reeling under its flood waters. Dams and embankment have broken down.

The flood waters have started swallowing Purnea District as well. The army has been called in assist the civil authorities to evacuate people caught in the flood waters in Danapur next door to Patna. Flood waters have entered Beguserai, a district adjacent to Danapur.         

 

 

The villagers are falling prey to blind faith. Dead bodies of people and cattle are floating down the river into the Ganga.

            Diarrhea has entered in a big way in flood affected districts. Official health agencies have not been able to reach the affected areas and more epidemic diseases are expected to enter the areas flooded by the Kosi Waters.

            More and more relief has to be sent into the affected districts and means of transporting them have to be found. The task is enormous to the level of controlling the release of water from the dams on the Kosi River, placing relief workers, getting sufficient food, controlling the black market of essential commodities, controlling epidemic, getting flood affected people their rights, justice in the delivery systems and making official agencies work.

            Now is the time for all people to come to aid of those affected by the devastating floods. Now is the time to give your Tan, Man, and Dhan for those affected by the devastative floods. These are our brothers and sisters who have given all they have in the past umpteen years.

The poor in Bihar are surviving on the banks of embankments of rivers, which have been and are breaking down, are reeling under the impact of a Climate Change, which is already here. The glaciers and snows which are the resources of the rivers emanating from the Himalayas have already begun melting and the heavy rains have added to the disaster. One dreads to know the impact when the ‘melt down’ catches up later this month and in September.

Road links and other communication links have been cut off as flood waters have topped all the bridges. People are trying get away from flood affected areas in make-shift boats.

An estimated four million people have been affected all over Bihar. Official sources put the dead at 24/25 but the dead and drowned have still to be counted as officials fear to go to the flood affected areas as they are unable to face the anger of the people. Disaster mitigation processes do not seem to have been put in motion at all.

 

 

 

A large number of families are still camping on embankments – whatever is left of them, roads – whatever is left of them – and railway stations. The status of women and children is pitiable. They do not have anything to eat and there is no drinking water. Floods have crushed their homes and their belongings have been washed away. Seedling, paddy – there main source of livelihood – have been washed away.

Objectives of the Project

 

·        Providing immediate relief  3000 (Three Thousand) Families in the flood affected districts of Supaul and Araria;

·        Providing ready made dry food and food through community kitchen

·        Providing urgent and immediate health and hygiene material and succour to the affected families;

·        Providing immediate shelter to the affected families;

·        Providing urgent transportation and communication means;

·        Providing necessary and urgently needed clothes/blankets for women and children and

·        Providing urgently needed fodder for cattle.

 

Location of the project

 

            The work will be carried out in two districts – Supoul and Araria – the worst affected area as a result of ravaging floods on the Kosi River.

 

Methodology

 

·        Mobilisation of volunteers;

·        Mobilisation of the concerned communities;

·        Involvement of CBOs, Pos and Women’s groups;

·        Activation of Government activation of government machinery;

·        Activation of Panchayat Raj Institutions and

·        Activating the Health Services

 

Operational Strategy

 

·        Constitution of Core Team to coordinate relief operations;

·        Selection of appropriate volunteers for relief camps;

·        Selection of worst affected Blocks, Panchayats and Villages;

·        Selection of oppressed and depressed (poorest of the poor) communities and families;

·        Opening Community Kitchens in Central Place;

·        Distribution dry food, clothes/blankets and shelter material in central community place;

·        Communication and Co-relation with other relief camps and relief agencies and

·        Working through Baadh Sukhad Mukti Andolan.

 

Activities

 

·        Running Community Kitchen to provide immediate relief to the flood affected people;

·        Provide dry ration and other basic relief materials like match box and candles;

·        Run emergency toilet where people have taken shelter;

·        Repair defunct tube wells to make available safe drinking water to flood affected people

·        Formation of Monitoring and Management committee at Panchayat level to ensure accountability and transparency in relief distribution and

·        Formation of women’s groups to take care of children, special needs of widows/orphans and disabled persons

 

Immediate Needs

 

·        Food – Chura, Sattu, Jaggery, Rice, Dal, salt and fuel (Kerosene and other)

·        Utensils  - Thali, Vessels, Water pot.

·        Shelter – Tarpaulin, Chatai, Blanket

·        Clothing – urgently needed clothes, clothes for immediate requirement of children

·        Health and Hygiene – Big pots for drinking water, ORS powder for diarrhea prevention, bleaching powder, candles and match boxes, tablets for purifying the water and some essential medicine (homeopathic and allopathic)

EXPECTED OUTCOME
·        3000 worst affected families from the flood-affected families will receive both relief and non-relief ma
·        The most vulnerable groups will be received the relief materials.
·        The excluded communities like Musahar, women and disable will get proper relief.
·       3000 relief card will be developed to avoid all discrepancy in the relief work.
·        Relief monitoring and management committee will be formed at Panchayat level to ensure transparency and accountability in relief operation.
·        Immediate need assessment of the affected families in three districts will be done.
·        Rapid Damage Assessment would be done for future intervention.
·        Documentation of all the relief and rescue work will be done and case studies will be prepared on flood affected families and individuals.
·        30 volunteers will be trained in Relief work form the localities to meet the unexpected eventualities in future.
·        The worst affected victims of flood will be provided proper relief.
·        The most vulnerable groups will be received the relief material.
·         The victims will get safe and hygiene food through community kitchen.
·        The excluded communities like Mushar, women and disable will get proper relief.
