Background: On 18 August, the 'eastern afflux bund' above the Kosi Barrage gave way, and the river entered Sunsari District of Nepal. Over the past fortnight, the water has wrought devastation in seven districts of Bihar on its way to the Ganga. The rescue efforts in this poorest and most-densely populated part of Southasia has been inadequate, to say the least. Even as the tragedy continues, and the call goes out for a massive rescue and relief operation at the international level, it is important to look to long-term solutions.
