ROOT OF CORRUPTION

Corruption starts at the heighest level whenever there is a change in the govt be it at the staete level or at the centre.Why is it that the Chief of army /navy or airforce is not changed every time the govt changes?This alone should answer many questions.It is only at the IAS and Police level that most of the favours can be ensured by the politicions.How come a CBI Director becomes inefficient the moment there is a change in the Govt ? For thosewho pretend to be unaware  to the fact that changes are made down to the Police S H O levels are hypocrats trying to find out why this corruption. ARE WE REALLY BLIND ?
